LIVING
There’s no question that everyone thrives when they are able live side by side with friends and neighbors as a part of inclusive communities.  The Opportunity Foundation’s residential program has provided support services in variety of different settings for individuals with disabilities; surrounded by caring people who support their goals and celebrate what makes them unique. Whether living in one of our professionally staffed homes or relying on our care team while living independently, every person is given the full benefit of our expertise, our compassion and our respect.

LEARNING
Everyone is on a lifelong journey of learning and growth. In partnership with the people we serve we explore what it means to be socially proficient, learn independent living skills, and develop employment readiness. Our programs and services are tailored to each person’s needs. Our goal is to foster the highest level of personal and professional growth in each and every one of the individuals enrolled in our programs.

WORKING
When you ask a person with a disability what they want most, the list varies but some answers are very common: independence; recognition; and integration into community. At the Opportunity Foundation, we feel that meaningful, integrated employment provides all these things and more for people of diverse abilities.

Our History

1955 - 1965

Community  Beginnings

Before Opportunity Foundation of Central Oregon was formally established, support for individuals with intellectual and developmental disabilities began as a grassroots, community-driven effort. Local families and advocates came together to create safe, supportive spaces where individuals could learn, connect, and thrive.

During the early years, programs were hosted in rented church spaces throughout Redmond, reflecting the dedication and compassion of community members determined to provide opportunities where few services existed. As the need for support continued to grow, operations later moved into a small two-bedroom home in Prineville, which served as a foundation for expanded services and deeper community involvement.

These humble beginnings laid the groundwork for what would eventually become Opportunity Foundation of Central Oregon. An organization rooted in inclusion, advocacy, and the belief that every individual deserves opportunity, dignity, and support.

1965 - 1975

The Foundation Takes Roots

In 1965, local rancher Walter Franks and a group of community leaders officially established Opportunity Foundation of Central Oregon after recognizing the lack of educational opportunities available for children with developmental disabilities. 

Through generous community support and donations, the organization built its first facility on 26 acres in east Redmond, where the main campus remains today. Volunteers, local businesses, and service organizations worked together to help create classrooms, recreational areas, and learning spaces for children and families.

In 1967, Opportunity Foundation expanded services to include employment opportunities for adults with disabilities, beginning a long-standing commitment to meaningful work and independence.

1975 - 2000

Growth and Expansion

Throughout the late 1970s, 1980s, and 1990s, Opportunity Foundation continued expanding services to meet the growing needs of individuals and families across Central Oregon.

The organization broadened its focus beyond education to include vocational training, residential support, independent living services, and community-based employment programs. During these decades, Opportunity Foundation strengthened partnerships with local employers and community organizations to create more inclusive opportunities for individuals with diverse abilities.

As services evolved, the organization embraced a person-centered approach that emphasized independence, dignity, life skills development, and full participation within the community. Opportunity Foundation became recognized throughout the region as a trusted provider of compassionate, high-quality support services.

2000 - 2015

Community Impact

Entering a new era of growth, Opportunity Foundation expanded employment programs, residential services, and opportunities for community engagement throughout Central Oregon.

The organization continued developing personalized support programs designed to help individuals achieve greater independence, meaningful employment, and personal growth. Through continued collaboration with local businesses, families, and community partners, Opportunity Foundation strengthened its role as one of Central Oregon’s leading nonprofit organizations serving individuals with intellectual and developmental disabilities.

2015 - Present

Innovation and Opportunity

In recent years, Opportunity Foundation has continued growing its impact through supported employment programs, residential services, thrift stores, small groups and volunteer access. Which provide a hands-on training and employment program focused on building confidence and workplace skills.

Today, the organization supports hundreds of individuals across Central Oregon through advocacy, caregiving, employment services, skill development, payee rep. services and community inclusion programs.

As Opportunity Foundation celebrates more than 60 years of service, its mission remains rooted in empowering people of diverse abilities and creating a stronger, more inclusive community for all.
